So far, there have not been any banned accounts, especially not PSN accounts. Additionally, to download the demo from your EU or US PS3, you have to set up a "dummy" JP account.
Sony's official stance has been one that welcomes international accounts, as I reported on yesterday: http://gaygamer.net/2008/04/playstation_network_you_are_fr.html
If anything, Konami may end up banning dummy Konami ID accounts, which shouldn't have any effect on your dummy JP account abilities. Users in the EU and US won't have the ability to attach credit cards to JP accounts unless they have credit cards attached to Japanese addresses.

sow if a log in with my dummy jap account and download the beta. if i can ofcourse and i get banned, my US account will be ok?? am i risking allot, i didnt buy a ps3 to get banned that fast. thanks for the info
