PS3 Firmware Updates To Improve Upscaling 30%-40%?

The PS3 already upscales older PlayStation games and DVDs, but Sony's brainiacs are hoping to boost the upscaling performance by more than a third, via future firmware updates - and Sony is also saying that the PS3 firmware will be updated quarterly.
SCE chief technology officer Kawanishi and audio-visual manager Kanehide made this claim when discussing the future of the console:
"We have gotten feedback from critics regarding several failure patters for upconverting, but we are getting closer to the goal. I think we can improve another 30 to 40%..."
Moreover, the two think this will be possible without additional fan noise, as the PS3 has scads of excess processing power left over even during peak usage:
"Nothing yet comes close to the load that Folding@Home applies. And I can see the possibility of a fan-less PS3 in the future, just like there was for the PS2..."
As always, I'll believe it when I see it, but it's nice to see Sony folks being straightforward and transparent - or at least attempting to seem so. Fans FTL!

Hmm, you do realize that '30 to 40%' is just a number he pulled out of his ass, right?
What *exactly* does "30% better upscaling" mean? How do you measure such a thing? The answer, of course, is you don't. You could compare screenshots. Ideally, you do a double blind test. Which I can guarantee won't result in objective '30 to 40%' betterment.
Please don't use PR bullshit as headlines... pretty please? :-(
(Good info otherwise though. I'm certainly not saying there isn't room for improvement in PS3 upscaling of older games.)
